In theory and with some proof from the manga Magellan blames himself for what happened at Impel down, after the battle at Marine for aka Marie HQ the story on what happens to Magellan is that with basically no prisoners and being one of the only devil fruit users that can take our Luffy’s ability The Admiral commissions Magellan to seek out Luffy. Because due to Magellan pride being hurt he will seek out revenge, weather he succeeds or does not the government will abandon him if the Yonkou Red Hair finds out the world gov had something to do with it. Ar least that’s how the story is circulating.

THE EPISODES ARE WAY NICER THAN THE MANGA. THE MANGA is just for people that want the story and not the action. I want both!!
